It was rare before. The PPS owl is very rare.

correct me if I'm wrong but I think this guy

from August of 2016 just went from common to uncommon. I hoard the pet and I'm pretty sure it wasn't uncommon before but I could be just not paying attention xD

It did! That's correct. It jumped from common to uncommon this month.

The owl has changed from rare to uncommon and back a couple times, but it had been rare before, so it's no new rarity change ^^
