It'll usually be posted on the fanclub/linked on this thread, and there's generally a central "hub" for the event that you can keep an eye out for ovo

Let's say I want to make my kalon have the power of mind control. While that's legendary I was thinking. Let's say a necklace controlled instead of the kalon and they used the necklace to control people instead. Is that allowed?

yes, i believe so,, as long as the mind-controlling power comes from the necklace itself, and not the actual kalon, that would be acceptable.
however, if the kalon has the power, this would be counted as a legendary trait ( magical abilities ).
