Yes, this is true for regular nursery months.
For Hatchery months, you may either post two Hatchery tickets (and keep one only), OR you could have one Hatchery and one Nursery and keep one of the two. However, you can't post more than one batch in the Nursery in the months when Hatchery is the primary thread open, regardless of how many times you post (or don't post) in the Hatchery.

Wait... I've only ever used the Nursery. What's the difference between the Nursery and the Hatchery?

The Hatchery is an adoption thread made mainly for single parents or for couples who cannot biologically breed -- however, any and all couples are welcome to adopt from the Hatchery. If you're interested, you can find it here.
The Nursery produces children from two parents and take traits and colors / markings from each parent, whereas the Hatchery involves choosing an egg that shares at least one color with one of the parents (or the parent, if it's a single-parent adoption) and no direct inheritance of traits -- only chanced rolls and penn diagrams. The designs often end up far different from the parents in the Hatchery,
as they are not blood related / bred for. The Hatchery opens every other month, and the Nursery opens five days after the 15th day in the month after that on Hatchery months. ^^ You can read up more on the Hatchery thread!
