What is the legendary gene splicing "edit?" I saw a kal with it and I'm not sure what it is

Gene splicing is a kalon that has the DNA of another animal mixed with it. {The edit would have to include visible proof that the kalon has this trait, such as a visible, actual fish tail or fins}

It's when a kalon has physical traits of another species; like hooves or fins on a kalon.

What's allowed for halos under 'rare'? Like if I want a halo made of flowers or stars or something is that allowed under 'rare' or is that 'legendary' because of elemental aspects?

Not official ones; redeemable HMs may only be given by staff for adopts on the main thread.
To avoid confusion you could refer to them as something like "shoutouts" or a similar term. :0c
