Ahh, yes, it is here: The biannual confusion xD
CS runs on GMT (check here for server time), so it's only 11pm, but for some of the users DST is already in effect - while for others it isn't.
It always gets a tad confusing around this time because some users wonder why their pets aren't growing, while others wonder why everyone is collectively checking them an hour early :'D

CS goes by GMT time. so for us, it is now 5:00 pm when they change.I think

Timezones and DST can get super confusing, so the easiest way is simply to stick to your own. Seeing how you said the pets were already supposed to change, it'd look like your country already switched over. So all you have to remember is that you now have to wait an extra hour until rollover.
For the US (most of it, anyway), DST has started today. So from now on, until Nov 5th, you'll have to wait one more hour until pets grow.
If you're ever confused about when rollover starts on here, the link to the server time page I posted will come in handy - just check it to see how long it is until midnight^^
