new breeding rules implemented!

- every artist must send every new breeding to me! i will roll the foal from every breeding!
i don't need to know for whom the breeding is, just send the links of the parents to me
- every common marking with % chance has a chance of 40% to pass
- every uncommon marking with % chance has a chance of 30% to pass
- every rare marking with % chance has a chance of 20% to pass
- every very rare marking with % chance has a chance of 10% to pass

this goes for khim fantasy and paint fog too from now on! all old fantasy horses will have their high passing rate of 30% but every future fantasy horse will only have a passing rate of 10%!
but on paint fog every paint fog must be corrected to 10%! that they pass on with 20% was a mistake from me!

i will change the rolling rule a little, because rolling every breeding is much more work then i thought it would be ^^'
so from now on i will roll every breeding that has a % passing chance in it! no matter if 40 or 10%, every breeding with a % chance must be send to me for rolling it =)
