What if the tracker's sensor is slightly broken? Would they be blind or able to see some things but not others?

They wouldn't be able to define objects clearly and run into things frequently.

I doubt there will be more forms.. But who knows.
And there are pups, but I'm not starting on breeding anytime soon.

and is there e trakcer where its like in child stage like a PPs and it doesnt grow or anything and you dont have to requir it threw breeding you can order it like a special custom or something?

Nex DID do a pup Tracker once in the old Forum. I don't remember who it went to. Right now, I believe pups are only available through breeding, or maybe customs. As aforementioned, breeding and customs are temporarily closed, though I will admit, I'm stalking for a breeding chance as well.
