Soul has her PMs currently switched off, she does that when she's offline / doesn't have time etc.
You can see if her PMs are on or off in her signature... just wait for her to switch them on again and PM her then c:

I have a question about one of the rules,

✦Do not use skeleton forms unless with permission and citation

So does this mean don't use the form the artist has given for the adopt or like do you create your own form? Sorry if this was already asked!
