answer: she can ! but only in fairy form.
Fairies have a limited magical range, so they usually only use it for themselves. One of their abilities is where they can make themselves bigger ! ( bc being tiny is a huge disadvantage sometimes ). Even though their wings grow with them, at that point they've used up most of their magical supply, so they cant use their wings to fly. They can hover for a few seconds, but that's about it.
