Just wanted to ask if you're able to do base ons, on anime character's including line edits(like hair) or rather, is it allowed?

I prefer not to base them on pre-existing characters, for copyright reasons and because I prefer that they remain a unique character. I can, however, borrow traits from a character that you like-- for example, I would do a design that has a Superman cape and loves Superman. But I would not do one that is designed to look exactly like Superman. Does that make sense?
