Customs Rules:
- You must have a Custom Ticket in order to make a custom
- Customs may be made by anyone, but you must have approval from a staff member first. To get approval, post your custom with the 'unapproved' oekaki layer on and PM any staff member of your choosing. Once it is approved you may remove the layer
- When posting a custom, you must also have the proof of the custom proof on the post as well
