Even though he's not technically that good? He's a hacker. A very skilled one- probably started a secret organization to take out corporate (that's quickly becoming government) corruption. Think "Watchdogs 2."
No one else is in it so far... but he's recruiting. The fact that he is young helps him fly under the radar- he's looking for other young people with a passion for justice, and a willingness to disregard the law and their own safety if necessary to save the people around them.
