Maybe based off of this seashell collection?
maybe a cute little mermaid themed? such as the tails color merging with the body color? maybe a pearl necklace and some seachells as jewelry. Or even maybe seashell designs on them! You could add any tails, since any tails would fit with the seashell theme, and maybe even some short or long hair to match with the colors! im not saying you should do this, but you could possibly make other adopts based off of this and have one based off of different sea creatures to match the theme of the ocean (like the sea shells)
