I dont believe it can be a lipizzaner with that coloring...
Unless its a crossbreed..

They are born dark and fade out to white as they age- at that age he would be white I believe. And I'm still not entirely sure about them being dappled..
Again I'm not entirely sure . its yer horse its up to you
