Okay.. few things... hands work like this: 14.3, 15.0, 15.1, 15.2, 15.3, 16.0, 16.1 and so on. So you can't get 16.7. 16.3 hands would be the tallest before going into 17.0 hands

1650 pounds is pretty heavy for a light horse. Actually, that's more into the draft horse range. You're looking at about 1100-1400 pounds. (500-650 kilos or so.)

American Thorougbred Paint cross? Or a Dilute Thoroughbred. :3 Normal Thoroughbreds can't be paint. Or Palomino, for that matter.
