Is it likely for one to be black- based if one of the parents is black- based?

If one of the parents is black-based, it increases the chances only a tiny bit, you have about a 10 in 1,000 chance of getting one if a parent is black-based instead of 1 out of 1,000 if no parents are, if both parents are black-based, its a 1 in 100 chance.
