Prompt: Not to be facetious, but his mum.

His mum is a witch. Noctis only inherited her powers to manipulate the weather a little bit in his immediate surroundings, and to use the wind to do small convenience tasks (like drying off quickly after a bath!). However, his mum is very powerful, and has added onto her own natural jewel powers by learning how to use magic effectively. She even has a familiar in the form of a little songbird.

She's a very good mum, but she also has a very creepy "vibe" to her. Her front garden is entirely covered in gnarled old pine trees, and the house looks like a haunted shack, and it doesn't help that her laugh definitely sounds like cackling. Her cooking looks terrible, and she has a tendency to make halloween shapes in it because she already knows it looks unappetising.
To everyone else, Noctis' mum definitely comes off as a halloween monster.

It's not her fault that her voice sounds creaky and old, like the witches in Macbeth, or that her eyes glow eerily at night, or that her dead brother is a reaper sima so their house is literally haunted.

She's actually really lovely. She offers her (questionable looking) food to anyone who gets lost in the woods and finds their house, and it's not really her fault that everyone runs away before she can explain that she likes making cake pops and decorating them with icing to look like eyes. Yes, her plants do include creepy specimens, but she needs them available to grow her potions, and she needs the potions to be able to help people. Noctis often hides in small spaces when he's scared, and so when anyone visits, the creepy impression isn't helped by him crawling out from underneath a bed to say hello, once he's calmed down from there being a new person.
That time she put on a stereotypical witch costume during a sleepover was only because Noctis was concerned about not knowing what his friends would want to do and her wanting to suggest playing dress-up, but apparently that was too much for them and Noctis hasn't been able to persuade any other friends to come around to his house since then.

She didn't want her brother to feel alone with his duties as a reaper sima, so he's welcome to visit any time he wants (hence the house being haunted). Being in towns really aggravates her asthma, so she chose to live out in the woods. She doesn't need her house to be airtight and windproof when the only residents in the house can use their wind powers to keep the cold out.

For some reason, people act to Noctis' mum like she's a monster, but she's genuinely a great parent and a lovely host, if anyone stayed for more than 5 minutes.
