Without golden markings to see design better

Got my new mouse, so I can finally start designing more frequently~
This one is pretty complicated, but it was really fun to make and turned out surprisingly well~

The original idea was to base it off of a city; a dark, smoky background with glowing golden lights.
Yes, the golden markings do glow!

The scarf is a cloudlike material, and levitates softly around its neck.
The bells are very light and drift around in the slightest breeze.
The string holding the three bells is tangled around the tail, looping a few times.

This will be a longer competition, so don't be afraid to go all out! I really want to see amazing forms~

This Belldandy is mysterious, and tends to stick to the shadows.

Sephiran's name comes from the character seen in Fire Emblem: Path of Radiance and Fire Emblem: Radiant Dawn. In Path of Radiance, Sephiran is a very mysterious character who stuck to the shadows despite being guided by the path of light.

Seph is ace/aro. Not interested in love/romance/whatever. Doesn't bash it and isn't immature about it, just not interested.
Seph speaks somewhat elaborately.
He sticks to the shadows because the light makes him feel vulnerable. He rarely steps into the light.
Seph possesses the ability of shadow manipulation, however use of this ability is very strenuous.
He enjoys collecting jewelry.
He has a pet butterfly named Yuelia. Yuelia is black and lavender.
Seph cares not for children as most belldees do, but for animals. Specifically "gutter creatures" like rats, raccoons, stray cats and dogs, etc. His mission is to help them rise from the dark instance of their lowborn status and become pets for nice people.
Seph's mission is to help these animals because he used to be like them; abandoned in an alley with no one to help him. Seph has seen much hardship in his life and wants to help these animals and give them opportunities that he never had.
Under his scarf he wears a bronze medallion that was given to him by a stray cat he had helped. The cat said it was useless to animals of his size, but was perfect for tiny creatures like belldees, and even thought that due to its tiny size, it was made by a belldee for the species.

Unfortunately, all art I ordered was canceled and I cannot make any myself due to an injury. I cannot compete with the person who has like four pieces of art. :c

Story
I stared down at my case. I had nothing to go against the killer, although I knew who it was. I saw the spatter of blood, obviously caused by a knife, coming down from over the killer's head. The fractures in the victim's wrist showed signs of struggle, so he had to have been fighting, and been underneath the killer, looking at his face, right before the stab wound to the heart. I began to ponder on how to catch him, the killer. It was a her for that matter. I stared down, again, at the body. How to solve, how to solve. I pondered on.

Why
When I saw this Belldee, I immediately began to feel a need in my gut to win him. I began to think of Henry, from my favorite show, Forever, and how closely he resembled him. I then realized that I would probably cry if I didn't get him, and I have since then thought of this guy before I go to sleep at night. No lies, I will do this over a bible. c:

What I would do with this babe? Ohhh! I would order tons or art of him and make stories of him and keep him in his own little file that is nice and snug. >.<
