This weapon was given to Evelyn for her ability to make quick decisions along with her 20/20 vision.
It can not be able to work properly without her clear mindset, or it could back fire.

It is called "Shining cloud and rain" because the holder for the arrows looks more like a fluffy bag.
The bow and arrows are thin and long. When the arrow flies, it looks like raining drops going fast in the air.
Once it hits its contact, the "sparkly" part omits a toxin that makes the target paralyzed for a short time.
