As far as me knowledge goes, I believe the raffle forms and the wolf/dog forms are separate things altogether. The raffle is for you to claim tokens in which if you would like, you can use to add special Christmas decorations to your dog custom. If you just want a custom, then fill out the dog custom form.
I believe the first custom is free, but any more than that either requires payment or it's just not possible to have more than one... I think.
