I have admitely no idea how Horses are measured. I've never owned one nor been with them. So I'd have no straight off knowledge.

Edit: I've looked really quick while it did not occure me to do this before who knows. I think 13.1 would be more appropiate considering what I've read this morning; which isn't much as I'm still half a zombie and jet lag. Sorry about this all. At least I figured how much exactly a hand is. ;3

Lmao, quick explanation of how horses are measured..

Horses are measured in Hands (hands high, hh).
There are 4 inches in a hand.
Basically if a horse is measured they go like this:
11hh
11.1hh
11.2hh
11.3hh
12hh

Ah alrighty, that's actually rather simple. I was wondering about the fourth inch to be honest and now I see that's what ranks it up to the next hand. Makes sense. Thank you for clearing that up with me, MazBourne. I was thinking in feet rather than HH.
