Why are their eyes glowing? Seer/the glow makes it possible for him to see the souls that he needs to guide into the afterlife.
Why and how did they wind up with shackles? part of his "training"/limits use of his "powers" (undecided,both?)
Where did the bandanna come from? memento from his guardians
What do their tribal markings mean? he's the seer/prophet, protector of lives. Guides souls to the appropriate resting place.

Guiding the first soul across the border and into the afterlife is always the hardest. It's to be expected though, trying to switch between dimensions isn't exactly the easiest thing to do, you see. For Cahya though, it came surprisingly easily- a little bit too easily, one might say.
Cahya grew up in a small village by the river that was surrounded by the forest, which offered secrecy and protection from the outside world. He was born blind, his eyes a greyish, milky white sort of colour from birth. They didn't glow then. No, that was quite a few years later, but not too many. Of course, blind viscets were a rarity in his village, and they were said to have control over a very powerful ability- so powerful, in fact, that they were often called by the name "Reaper", otherwise known as the Death-bringers. Of course, that's not what they actually did, It was more like guide the lost and deceased to a better place. Or was it better? Only a Reaper could tell you that.
As Cahya grew, his parents started to paint white markings onto his fur, until the patterns were permanently bleached onto his body. That was when it all officially started. Cahya was shipped off to the mountains just before he reached 7 years of age, the perfect time to begin his training. He had nothing except a bandanna from his true parents, as a reminder that he wasn't alone.
After reaching the mountains, the monks that lived there put Cahya through various trials and made him as knowledgeable as they could to prepare him for the future. His first lesson? The meaning of the tribal markings.
The colour: Signifying purity of the heart, and the spirits that need guiding
The form: For the paths he must take to learn the way of the Guider, of the Protector.
Overall: The Protector of Souls, The Guide to the Afterlife.

After successfully guiding his first soul into the afterlife, Cahya had to learn how to harness the power that he had felt whilst passing through the dimensions. However, Cahya kind of failed miserably at this. He simply had too much power, which was such an oddity- especially from his village, who never usually even provided the monks with any reapers.
