Sorry to bother, but how do you ask for custom Viscets? And what are the rules for them? I've been having trouble obtaining one.

well you cannot "ask" for a custom, they must be earned or bought c: They can be purchased with DA points or stubs, all of that info is here

MYO tickets or Custom Tickets are either bought with DA points (DeviantArt points), or earned through raffles and competitions that are held at adopt milestones, or events.

Don't feel discouraged, it may take time before you get a custom, but it's like designing your first tattoo, need time to plan as it is permanent. I'm sure people would be happy to help you out with attaining one c:

Not sure if this is my place to add, you can also get a MYO ticket by earning stubs and purchasing a ticket in the stub shop ^^ As you can read in the Stub Shop page, you can get them through referrals, RUs (Runner Ups) that are traded in instead of made into a Viscet, and Honorable/Special Mentions.
