They can. Pretty much a grandparent having a trait increases the chance trait percentage.

Like the grandfather of the baby has an uncommon trait, that his kid didn't get, so their grandkid would have a 27% chance of getting that uncommon trait instead of the regular 25%. And if the roll his in the percentage area, the grandkid would get the grandparent's uncommon trait.

Oh ye, traits can 'skip generations' as well.
That's basically what a Chanced Trait is; an unexpected trait that neither parents had, but a grandparent did have. The basis is 25% for Uncommons and 7% for Rares (unless every grandparent is present and none of them had any rarities, then there's no chance of a Chanced Trait), but the chance of any trait skipping a generation increases 2% for every additional trait the grandparents had but the parents did not.
An offspring can only have 1 chanced trait of a certain rarity, and the trait that is passed down is chosen from the grandparents. If any grandparents aren't present (i.e. one of the parents was a new adopt and therefore doesn't have any recorded heritage), then that technically opens the pool to any possibility and the Chanced trait can be anything from the list.
