Hello! yes, this is an okay place to post your question, or your could also chat with other people in the viscet community by posting here.
As for the question of how to get one, there are a few ways:
1: You may go here to find viscets that are open for adoption. The person who colored in the viscet with host contest, telling you in the post below the adopt what they are looking for. Example: "Okay, for this viscet, give me a name, gender and short story about them" then you give the viscet a name, gender a short story for them in your post. Often times multiple people will tryout for one, and the artist will pick their favorite.
2: DeviantArt. Some artists will auction off viscets on DA, for the site's currency, DA points.
3: A custom ticket can be bought with C$ (I currently don't know how much they are in C$, I'm pretty sure its over at least 90C$. you'll have to PM an artist to find out the exact price.) A custom ticket will let you color in a viscet yourself, or have a artist color in a viscet specifically for you, with a design of your choosing.

Although, not all Viscets may be found at once under the link that they provided, so you might just go on the first page of this thread and look at all the colored-in adopts there are (aka the pictures you find under "Versions of this drawing that people have created recently"). Viscets are always marked for what they are, so if you see one with a green or white "UFA", this Viscet can be adopted or could be adopted (always check the end date, to make sure the competition is still going)
** Viscets that have "CM" on their ref, are not up for adoption. Those are customs, which can be won through occassional raffles or be bought.**
I will give an example, to make it a little easier:
You click on the first page of this post and see that there are 4 Viscets that say "UFA" on their picture. You are interested in the black/grey one, so you open it's page (that would be that one: viewtopic.php?f=53&t=3435326)
On the first post already (viewtopic.php?f=53&t=3435326#p108711665) you find everything you need to know in order to adopt this Viscet / try out for adopting this Viscet. As you see, the competition for this one has already ended, but there are others that are still going and, of course, there will always be more posted. Best is, just to check back daily c:
The competitions do vary, sometimes there are even some called "FCFS" - First Come, First Serve. So whoever posts first (of course still by filling out the required form) wins the Viscet. Sometimes you have to post pictures or gifs or can win a Viscet just by giving it a unique name or hobby etc. As shown above, everything you need to know / fill out, in order to win the Viscet, you can find on the first post under the adopt, made by the artist.
You can also occassionally check out the Nursery, because even though it is techically the place for breeding your Viscets, you can also find Viscets up for adoption there. Those will also have a green or white "UFA" on their picture.
Currently, there is also an Event going on, where you can try out to win Viscets too. can be found here; these are special adopts / Viscets, because they have so called Event-Rare traits, which are, as the name suggests, only released during certain Events
By the way: The green "UFA" means, that you can buy this Viscet with DA points or at least that you have to enter on DeviantART in order to win it. The white "UFA" means, that it is a regular competition. There is also a yellow "UFA", that indicates, that you can buy this Viscet for C$. Those, although, are not as common.
You can buy a Custom Viscet with DeviantART points too. Depending on the Tier, which indicates how many edits you can use on your Viscet, it costs a certain amount of points / US-$. So, let's say, when a Custom costs 20 USD, that would be 380 Chicken-$ (as, with 20 USD, you can buy that many)
I see MistCat also linked you to the Fanclub... it is always a good way to check there too, even if you do not (yet) feel comfortable posting there! c: Sometimes already adopted-out Viscets are looking for new owners (either by gifting or re-adoption), which is, most of the time, announced on the Fanclub and you would otherwise often miss out
