How often are you online?: Pretty much every day, although the length of time depends if I have any homework or not. But I would be willing to check the thread repeatedly.
Past Experience?: I haven't been an official moderator anywhere, but I have owned plenty of my own adoptables. I have receive complaints and the like, and have a pretty firm grasp of handling them.
Do you have a skype: I don't have one at the moment...
Can you get a skype if you do not have a skype?: Of course! I used to have one, and getting a new one is no problem.

Answer the following questions below as honestly and in as much detail as possible:
1. Someone replies to the main thread with a spam message or constant bumping. (Ex: bump. So cute! I want one!)How do you deal with the situation?
I would calmly tell them that they are spamming, politely enough so not to get them upset. Not exactly sugar-coating it, but just telling them for future use. Or, if they are not COPPA'd, I would PM them to remove the posts after multiple offenses.(If they can, of course.)

2. A normal user and a COPPA'd user both reply on a first come first serve adoptable, but the normal user is posted first because the COPPA user has to wait to be accepted. The COPPA user is understandably upset and the normal user has already had their form accepted. The COPPA user goes out of their way to harass the new owner and the owner comes to you for help. What do you do?
Try and find a common ground between the two, or maybe try to explain to the COPPA that there is no need to make a fuss of such things. If it makes any difference or makes the COPPA to cease pestering the new owner, I may offer them a piece of art to calm their nerves. If that doesn't go down well, I hope that I can consult you.

3. You find out another staff member has been abusing their powers to pick favorites, or doesn't follow the rules themselves. You are the first and only one who has found this information out. What course of action do you take?
The first thing I would do would be to look into it, only to see if the information is true. I probably wouldn't meet that person head on, rather going to consult you(again). I'm not the owner of Jaggys, so it's not my place to accuse anyone without proper information or consent.

Thank you for the compliment, but bumps aren't allowed so you may change it to "Mark" or "Res/Reserve" instead.

Dear user,
I understand this situation. Please excuse the user for she/he is a coppa user and couldn't post as quick as you could, leaving him/her to feel the need to express themselves angerly. I hope your ok with the situation and that in a matter of time, the anger she/he will fade leaving you to be fine. I hope your ok to block the user, so you don't see the posts, or report to us when they keep doing this. I will send a message to the other user as well.

I could tell the other mods or tell you, the owner, that a member of our own gropu is abusing their powers and being unfair to other users.

How do you deal with the situation?
I would politely inform them that what they are posting is considered spam and request that they stop as we would regret having the thread locked. If the issue persists I would PM them and request again that they stop, the PM is to keep the thread is self clean, and if they still continue I would bring the matter to you.

As soon as I am contacted for help I would let the normal user know that the situation is going to be handled and request that they do not respond to the COOPA user or that they don't delete any contact that has already been made. I would then proceed to contact the COOPA patiently and explain to them that I am very sorry they were not able to get the Jaggy they were wishing for and to ask them to cease bothering the other member for although they may be upset causing an issue for others is never an issue. I would then contact you and the artist and see if there is any way perhaps a RU can be given or if perhaps we could do an adopt for COOPA users only.

First I would document any evidence of this so that I am not accused of just pointing fingers and I would then contact you with screenshots and explain what is going on and allow you to desire a course of action.
