Character's personality: Bright and bubbly! Fritz's wit and humor have earned her the light of the party on many occasions, but she's really quite introverted and likes to stay with small groups. She is incredibly loyal and will stay by her friends' sides far longer than they will, but she can be very suspicious of strangers. She's not good at staying within others' boundaries and sometimes pushes people far out of their comfort zone.

Yes, If I understand you correctly if someone else drew your OC and it belongs to you, you can use it as a reference or if you're gifting it to somebody or if you have permission to use the ref sheet you can use it.
