It's good i am Kinda smart. but i am really good a stuff with oekaki. ok heres some answers.

Make a new lay above the lines. by pressing the + underneath the layers box. draw the item you want to add onto it. to color it you would need to make a layer underneath the layer you just made so you can color it. make sure when drawing and coloring the items you drew that your not on lock alpha. if you are wanting to edit the lines so it looks more fluffy, on the lineart rub out the places where you are going to draw the 'fluff' and make a new layer above that. then draw the fluff there. Did that help? :3
