you need to select the 'color' layer, you probably just have the first layer selected.

So Uoneko/Apache, when you say it can be given out for free does that mean I can hold a contest for the best form to see who wins the design? ^^; I mean, I wouldn't be making a profit of pets or money, but I'd want someone who'd take care of the character :3

Yes, that's fine. Just as long as there is no profit from it, to me it is just the same as coloring it in for someone else.
