I just picked the pen tool, lowered the opacity and colour levels and put a blob, which is the main part of it. Then I just picked a bit of a lighter colour, lowered the opacity and colour levels even more and started adding a bit more light to one part it and so on. When I was happy with it I set both of the levels to 1% (I think... That might've been for something else, I can't remember >_<) and quickly coloured in circles over the 'glowing blob' to give it a bit more of a glowing effect. I was kind of rushing so they didn't turn out very good... And sorry if this doesn't make much sense. At nearly 3am I find it difficult to explain things properly. ^ ^; Just play around with the opacity and you can make all sorts of 'glowing' things. =)
