His color was done under airbrush for the purpose of various shading, and to suggest that he has soft, fluffy fur... so the blue/tan colored background might show through. Sorry 'bout that.
The white-speckled stuff around his legs, tail, muzzle, and neck are ribbons, or markings, whichever you choose.
The cross on the tail can either be a marking, or a decoration/ring held by the speckled ribbon (your choice); the the speckled ribbon on the neck is ribbon to hold the cross-necklace on his neck.
I also, on his head, added a kind of emo/goth-like bang ('cause when you said "bangs", I thought this was what you meant).
