oof. not sure if you'll like this? I drew the horns/nose and was like NICE but im not sure how i feel about the design as a whole... I think i hit some of your boxes tho? anyway,if the design is close, but you want to make a few changes, feel free to do that.
I haven't decided if the blue is ice, or some stone like quartz/rock crystal

-comforting. friend-shaped

some basic dislikes:
-pure black/pure white
- extremely simple or steryotypical characters... like light skin and dark hair with blank t-shirt and jeans simple. they need some clear personality or eyecatching aspect.
- overly complex designs; mecha, etc.
- body horror (multiple limbs in strange places, etc.)

i think it looks pretty good, but have a different colored bg from the skin and make the arm and leg shiny parts shorter and i think it would look great! Maybe have pastel pink/yellow instead too! That's just what i'd do but i think it is a very pretty character design!

I don't want to sound mean, because I'm sure you meant this to be helpful, but I really didn't want criticism on this. Your suggestion about changing the background colour was a good one (thank you! I got wrapped up in drawing and didn't notice. I'll probably do it!) but overall i had a reason to draw this character like i did. For example, the colours. The person who I drew this for specifically says she likes neon colours, and uses this neon pink/yellow/blue combo a lot in her art, so i thought that I would include it it, even if it's not my or your personal preference.
Again, I don't want to be mean or for you to be dissuaded from thinking hard about art, but I please don't post criticism when it isn't asked for, even if you are just telling me what you would do. If you think you can do this concept better, maybe you can! But i am comfortable with my own ability, and I only want critique from people I know and trust, or clients. shuake, is the only person I would like criticism from, because this design is for her. If she thinks that the design would look better as you describe, that's for her to tell me.
