I really dig the design of the guy/gal, the way the hands look are unsettling but the face makes the character seem gentle. Idk, it's just what came to mind cx

I drew a little step by step on how I draw the ruffles for this character!
The swirly s shapes are the most important for this style of ruffle

and then heres how I draw normal ruffles with a little clown example on the bottom
