Ohh, okay, gotcha.
So, what you do is find the layer that just has the gray color on it. Once you find that layer, all you have to do is click the little box next to "lock alpha" at the top of the layer list, and that will lock that layer so you can only color on what's filled in gray.
In the case of this base, you would click on "base color" and then tick the lock alpha box. You'll also have to do that for the tail color.
