Plumerian is a species owned by CharChar2
You can only color these lines if you have a plumie from the adoptable

No, I'm afraid these lines are only for plumerians, not any other species regardless is you say fake or not

The title isn't the issue, it's the color in. You have to own a plumerian to color in on these lines, and you can only color in the plumerians you own. Hope this clears things up
