Cybernetic Organism Death Experiment - 17
In other words, they took a dead wolf and revived him by creating a cyborg. This is their 17th try and the first success. Who "they" are, no living being quite knows. Who "he" is, well even they aren't sure what exactly was created.
He was the first to work, and the last to be built. When the government found out about the program they forced the operations to be shut down. A few of them escaped with a file or two but the paperwork inside was insufficient to complete any formulas. But they still had him, so that was a great bonus.

C.O.D.E. - 17 [Details]
- not talkative : sentences are the bare minimum and halting
- does not respond well to bright light
- no memory of his "before life"
- follows orders without question : responds only to Code dash 17
- everything is done deliberately and with an exact precision
- emotionless (?)
- inability to register pain
- takes things literally : unable to detect sarcasm
- blends in well with crowds and dark areas : watch the eye
- only one eye (left) replaced
- skeleton almost entirely replaced
- additional supports on (a few) ribs
- (left) leg significantly damaged : heavy repairs

C.O.D.E. - 17 [Nature]

- slow at first : gradually builds up speed (rate varies per situation)
- non-violent in general : won't hesitate when ordered to be
- doesn't understand 'slang' or jokes
- basically zombie-like
- does not talk often : Southern Accent (American)
- difficulty understanding fast and slow speech : conversational tone optimal
- appears not to be paying attention when talked to (possibly faking?)
- recently learned sarcasm : we can't tell the difference as he speaks in monotone
- sent out on a test mission : returned right to base after completion
- efficient
- doesn't appear to need to breath or eat : does so anyways
- (left) leg lost functionality recently : no sign of having noticed until re-wired
- strange fascination with counting : has to be certain the numbers add up (recounts often)

Nah, he's not involved in any story. I have written a bit about him before, but it was always short things, nothing continuous.
Edit : I guess his tale could be turned into a more in depth thing, but to tell true I'm still developing some of the unknown variables and so haven't done much with him yet
