In other words, they took a dead wolf and revived him by creating a cyborg. This is their 17th try and the first success. Who "they" are, no living being quite knows. Who "he" is, well even they aren't sure what exactly was created.
He was the first to work, and the last to be built. When the government found out about the program they forced the operations to be shut down. A few of them escaped with a file or two but the paperwork inside was insufficient to complete any formulas. But they still had him, so that was a great bonus.
