1. This somewhat depends on the breed, but almost all the time, the muzzle is smaller than the cheek/forehead part of the head
2. Unless it's windy or something, the forelock should lay fairly flat against the head.
3. Ears should be a bit thinner
4. The front of the cheek is pretty prominent, so it's a good idea to line that as well
5. Some stray hairs will add a sense of realism to your drawing, since in real life the forelock is pretty much never perfect
6. Try to make the mane look a bit less "stiff" by adding more hairs and --again-- adding a few stray ones
EDIT: Forgot to add a number for it, but horses eyes arent really that large, so just make it a bit smaller
