I would make them, including the wrapping paper, and set everything up.

The games works like such:
I will start off by taking the names of the people playing and randomizing them, giving us a picking order. The first person will pick a gift from the pile and I will unwrap it. The second person can choose to either "steal" a gift that someone else has gotten and unwrapped or pick a new one from the pile. This continues until the last person goes. A gift can only be stolen twice per round. If a gift is stolen, then the person who has gotten their gift stolen can go again and pick either an wrapped present or steal another gift.

The gifts are placed in a central location, and participants determine in what order they will take turns selecting them. The first person opens a wrapped gift and the turn ends. On subsequent turns, each person gets the choice of “stealing” any unwrapped item or choosing a wrapped one from the gift pile. When a player's gift is stolen, they must select a replacement gift from the pile of wrapped presents or steal one of the unwrapped gifts. No gift may be stolen more than twice per turn.
