step 1-
just scribble your basic cloud shape,

step 2-add darker colors, or even a bit of blue to give the shading more character.

step 3- okay, you can lower the opacity of the cloud layer or even smooth the sides with a soft pen stroke. if you want you can blend the colors and highlight the cloud with what ever colors you want. I used blue for a twilight setting.
after the sides were smoothed i went in with smudge abd added a ripple effect
