Since Athena wasn't born into Isket she would have been adopted and cared for by Soraya. Due to her shy personality, she didn't often socialize with other wolves and instead chose to stick close to Soraya, who, for most of her life, was thought to be her real mother. I imagine Soraya might have tried to teach her to be a bit more confident in herself, though really the most important thing that Soraya ever did for Athena was to provide a place of solace and comfort whenever she needed it.
