I'm always happy to share tips. I make it look like it is sparkling by getting a light colour, in this case blue, as a highlight. Then either on the same layer, or a layer above that, that I make I set scattering to it's highest and the pen size to 1 and go over the areas that are the lightest. You can also add larger sparkles if you want to make it more 'sparkle' by manually going over it with a larger pen without scattering for diversity in it but I was going for a delicate sparkle.
