This isn't the best I've ever done. but, playing arround, this was the best I had inspiration forXD
This utilizes everyting you asked for exept rainbow^^
The black markings on the ear, paws, and tail are ink, such as it flows out from the tail in a rather... poetic manner when she flies. The rest of her is mostly plain.
What markings they are are in the form of miniscule pixels, which I did by hand, in a range of colors.
Bright BG is bright.
