I'm always on a laptop XD Just click on the start button (If you got Windows 8) and then you should download java/ shockwave/ paint/ serif or another drawing system 
It DOES work, but not if you have a netbook very well...
If you have Java, then you can use ChibiPaint (Oekaki's drawing system) if you don't have it, it's free to install and doesn't take up much space with gigabites.
