(I suppose so, but when you compare it to the older kits it makes more sense for them not to have their ceremonies yet. Let's use Snowpelt's kits to build a timeline.
Thrushleap is the oldest, and she was made when Thornclan started.
Cloudgaze is second oldest, and was made soon after Thrushleap.
Snowpelt is the youngest, and was made well after the other queens.
Cloudgaze's kits get apprenticed
Froggie is COPPA'd
Snowpelt gives birth
I get COPPA'd.
Other junk happens that I am not aware of.
Me and Froggie get unCOPPA'd
Snowpelt dies
Thrushleap is now well overdue
Cloudgaze has a second litter of kits
Thrushleap (finally) has her kits

You can see here that Cloudgaze's second litter was born much after Snowpelt's, not counting pages, but important events. The timeline might not be very good, (stuff got muddled once me and Froggie were COPPA'd))
