Working constantly was a habit for the General of Tokyo's finest government agency. An agency that served to uphold the law and protect the citizens of Tokyo. Police officers, in a ranking point of view, were beneath the Blue King's Elite Team of combatants and only swept up piddling criminals off the streets. Raider's team however, dealt with the more dangerous criminals such as delusionairs and, more commonly, Kings and their clansmen.
After the odd delusion that seemed to have affected most Kings and their clansmen, Raiden was put up to the task of finding the individual responsible for the delusion or at least finding out what had happened. Although no harm came to he himself nor others, it was still his duty to protect the citizens of Tokyo from potential threats that wielded powers normal humans did not.
