Obtaining a bell kitty is almost completely at random, aside from a few smaller characters, and those who went out of their way to express how much they loved them.
The larger bell kitties (the bosses, Toriel, Asgore, Sans, Papyrus, Blook, Mettaton, Mettaton EXE, Temmie, Alphus, Undyne, ect ect ect) will all be chosen at random (while keeping in mind those who got no characters) to remain fair, simply because so many people love the characters. For some of the smaller ones I will keep in mind what people think of them, as well as the path people are on and a few other options like bell kitties amounts, firsts, ect.
However, once the event is over, you can feel free to trade with other users to try and obtain their bell kitties they got during the even.
And by trade I mean bell kitty to bell kitty but then again I do not see any way I would be able to regulate that.

As they approached you it became clear that they had the face and tail of a koi fish
The koi apologized for leaving you out and slipped a small box decorated in embroidery raindrops into your paws
by the time you looked up, the mysterious koi and their froggit was gone! But the box remained in your paws.
You open it up, and inside was a bunch of water and a small fish swimming around, with 17 gold laying at the bottom.
