Well I had a thought that's probably unoriginal as heck
But it reads 201X as the year when Chara falls, right?
That could stand for either 201 or 2010-2019
When we get into the Underground as Frisk, Toriel gives us an old brick phone that most likely belonged to either Chara or Asriel- it doesn't have a dimensional box, so it's human-like, and Toriels in that one Sprite of her calling us looks like old phones we have created.
What if Toby did this on purpose and Chara's doin that thing right now accordion to him?
