Hey there, now, i'm not used to budgies, i'm used to something 5 times the size, but i have the feeling its mighhhhht be on the same level, kinda. Now, i know the topic is hotly debated about wing clipping, and when i think of little parrots like budgies, i totally understand clipping for their safety. Now, your going to want to work with baby steps, first step, put hand in cage, leave hand in cage with a treat on it. They are probably not going to like it, let them fly around in there and get their panic out, once they realize the hand isn't there to grab them, they will calm down. your gonna want to work on this until they are very comfortable around your hand, then you can start to work with step up. Lots of treats always help, their are also a boat load of great videos on youtube on how to tame those little ones.
But i will say your younger sister is NOT HELPING! To a bird, having someone wack a cage is close the the same level as some whacking them, its incredibly mean. I would first try to sit he down and tell her very sternly to stop, and if she dosen't, hate to be a snitch, but get you mom and dad involved and if you ever catch her whacking the cage, there should be some form of punishment, it is not acceptable to do that to the poor birds, disrespecting animals is a no.
