i'm still learning how the site works, but it looks to me like a given pet might fluctuate between rare and uncommon for a while before going up to very rare?
like, it has never happened that a rare pet became uncommon, then at the next rarity change it was common, then very common, and so on? (when i hear of a pet "plummeting" this is what i think of, although it doesn't seem to make sense with how i believe the site works?)

Nah, it usually doesn't go down that far. Any that went down this time are usually at the border of being rare again and will go up again at some point during the year.

Nah, if it's fluctuating, it's around the border to go up to rare or down to uncommon.
It won't suddenly be very rare then, but rather stay rare for a long time and then fluctuate around the rare/very rare border.

Yeah, if a pet drops in rarity it actually wasn't all that rare after all and just on the border of uncommon to rare.
Speaking of pets going up and down seems our Moonswirl, Sun Jewel and Dogtag are solidly OMG So Rare now, as they didn't drop back down to Very Rare like all but rhe Sun Jewel have done every Advent recently.
UR Cat and Mountain Zebra survived this Advent with their rarities intact as well this year.

That and even though there are measures to prevent people from cheating on the 18th, I guarantee you there are people who still do it. That plus the re-release and inactive accounts coming back. I'm pretty sure there was another big drop around the end of spring last year, maybe the beginning of summer.
Also I'm pretty sure this one was uncommon and dropped again:

I remember being a bit irritated since I have a hoard with them in it, though that's almost done now.
there is always an increase in activity for events, with advent/dec 18th and the summer event being the busiest

This kind of suggestion doesn't belong here because this thread relates to rarity changes and discussions about them. That said, this isn't really a great idea. Deleting inactive accounts wouldn't do anything to benefit current users and it isn't fair to older users who may want to come back and play one day. I see people who haven't played in years re-intoduce themselves on the intro board all the time. Personally, I think our current system, which takes into account inactive users when determining rarities, is well thought out and makes a lot of sense.

Was one of the outcomes really really hard to get? No.
They're just normal monthly outcomes, they're only "special" due to them being a new lineart.

That would be highly unfair especially if they have spent realy money on their account
