Photoshop is what you need. I know it might be possible with something like GIMP, but it's darn near impossible to...

pixlr doesn't support gifs, but if you have GIMP/can download GIMP it's a great PS alternative
I think fotoflexer also allows you to adjust hue/saturation/lightness of gifs,
but from my knowledge, what they're describing is best done is photoshop cs because even with PSE or GIMP
it's a ton of work to do that on individual frames. I can do a little more searching? but that's my understanding
as it is now.

after my signature shop being closed for over a month, I'm not starting to open it up again (not quite open yet, still finishing up orders) but now I've changed it to a coding shop, with character forms & avatars as well, so I'm preparing myself mentally to open it cx
so yeah, I feel you. I think what helps me most is putting on music and simply just doing it, because I've learned that procrastination does nothing XD
